				<p>The study expands the subject field of discussion on the prospects of green economy as one of the most popular concept of development policy at the global level and at the level of different countries. The concept of sustainable development was adopted as the theoretical basis for the study of the state, trends and prospects of green economy development policy. The institutional specificity of national models was analyzed on the basis of methodological principles of neo-institutional approach with the help of case-study methods, analysis of documents of international and national levels, as well as analysis of electronic resources positioning the activities of various subjects of green economy development policy. The authors proposed an explanatory model of green economy development policy, highlighted its main characteristics, as well as structural and procedural components. Based on the empirical understanding of the state and trends of green economy policy in different countries, several national models (Chinese, American, European and Russian) were identified and analyzed, the criteria for differentiation of which were the dominant role of certain actors, as well as the set of institutional mechanisms that determine their involvement in the process of development and implementation of policies and decisions in this area. The authors conclude that the characteristics of national development policy models, as well as the timing and sequence of green policy reforms, largely determine not only their results in different national contexts, but also the global prospects of green economy as a basis for overcoming the threats of “risk society” and are closely related to the issues of political, economic and socio-­cultural transformation.</p>

				<p>Исследование расширяет предметное поле дискуссии о перспективах зеленой экономики как одного из наиболее популярных в настоящее время концептов политики развития на глобальном уровне и на уровне различных стран. В качестве теоретического основания исследования состояния, тенденций и перспектив политики развития зеленой экономики была принята концепция устойчивого развития. Институциональная специфика национальных моделей анализировалась на основе методологических принципов неоинституционального подхода с помощью методов кейс-стади, анализа документов международного и национального уровней, а также анализа электронных ресурсов, позиционирующих деятельность различных субъектов политики развития зеленой экономики. Авторами предложена объяснительная модель политики развития зеленая экономики, выделены ее основные характеристики, а также структурные и процессуальные компоненты. На основании эмпирического осмысления состояния и тенденций политики развития зеленой экономики в различных странах выделено и проанализировано несколько национальных моделей (китайская, американская, европейская и российская), критериями для дифференциации которых стали доминирующая роль определенных субъектов и комплекс институциональных механизмов, определяющих их включенность в процесс выработки и реализации политического курса и решений в данной сфере. Авторы приходят к выводу, что характеристики национальных моделей политики развития, а также сроки и последовательность зеленых политических реформ, во многом определяют не только их результаты в разных национальных контекстах, но и глобальные перспективы зеленой экономики как основы преодоления угроз «общества риска» и тесно связаны с вопросами политической, экономической и социально-­культурной трансформации.</p>
