Abstract

The article considers the possibilities of developing management measures that will improve the efficiency of the rural community development management system. Problems and prospects of reforming managerial approaches to rural development are considered on the example of the Belarusian-­Russian border area. The rural communities of Belarus and Russia experienced significant socio-­economic transformations in the post-­Soviet period. The scale of these transformations in the two countries was different; however, despite different managerial approaches, it was not possible to solve the main problems of rural communities. Currently, the search for innovative managerial approaches that will facilitate the transition of rural communities to the development of a sustainable type is relevant. The article uses the results of the sociological studies of the author conducted in the period 2015–2019, including as part of the international project "Expanding Economic Opportunities in Rural Belarus". The author participated in the project as an expert in developing a sustainable development strategy for rural areas Mstislavl district (Mogilev region). The necessity of creating sustainable development strategies, not only at the macro-, but also at the micro level, for specific rural communities, is substantiated, as these communities have significant features, which makes it impossible to develop a universal strategy. The author has developed a three-­level model for increasing a socio-­economic motivation of rural residents, as well as a technology for improving the efficiency of rural community development management. The effectiveness of the practical implementation of the proposed innovative management tools has been proved by the implementation acts received in 2019 from the village council, agricultural enterprise and the Ministry of Agriculture and Food of the Republic of Belarus.
