Abstract

The article attempts to explore the space of public youth politics and its impact on absenteeism. At present, youth absenteeism in political science is an understudied issue. The comprehension of youth absenteeism is conditioned by the peculiarities of this socio-­demographic group, which simultaneously acts as an object and a subject of the political process, realizing its potential of political participation. The space of public youth policy allows to realize this potential, by creating its own structure (actors of public youth policy, agents of public youth policy, experts, perceptions of public youth policy, processes of public youth policy, institutions of public policy, and the results of public youth policy). The article presents theoretical and methodological approaches to understanding the concept of youth as a subject of youth policy, the concept of absenteeism and the concept of public youth policy, which together allow a researcher to explore the potential of public youth policy in overcoming youth political absenteeism. The empirical study of the structure of public youth policy of the Russian Federation at the federal level revealed a list of the main actors of public youth policy, including executive and legislative authorities, advisory and consultative councils under the bodies of state power, the system of bodies of the Central Election Commission of the Russian Federation, and the youth wings of parliamentary parties. The analysis reveals data on the perceptions and processes of these actors, examines the actions of agents in the space of network public policy, and the degree of completion of the process of their institutionalization. The conclusions suggest that the space of public youth policy and its actors have a low potential to increase the political participation of young people and act as a factor influencing youth absenteeism.
