Abstract

The article explores the political loyalty of Russian young people to modern authorities. The paper contains the results of the two surveys conducted in 2021. In the first study, the experts were invited to express their opinions on the following five (thematic) blocks: understanding of «loyalty»; characteristics of modern youth; characteristics of state youth policy of the Russian Federation; and the possibilities of shaping and managing the loyalty of young people. The panel of experts consisted of three deputies of the State Duma of the Russian Federation (two of them are the members of the Committee on Youth Policy), professionals of relevant departments of regional authorities and government agencies, the leaders of the national youth organizations, as well as the representatives of youth NGOs and academic community, who study the social and political activity of young people. The second study is the analysis of institutionalized youth dialogue mechanisms across 85 constituent entities of the Russian Federation. The source was the Consultant Plus Database. The paper examines the basic values and priorities that dominate among the youth, their attitude to the authorities, the nature of interaction with them, and the institutional framework of youth dialogue mechanisms. The significance of the key regulatory institutions of dialogue between government and youth is assessed. Thus, young people’s attitudes toward the authorities are highly differentiated. The predominant attitude of young people towards the power(s) is indifference owing to their insufficient knowledge of the activities of the authorities. It is noted that the existing mechanisms of influence used on the part of authorities are not effective because they are one-directional and do not match the interests of young people. Moreover, the mechanisms of dialog interaction are not distinguished by the diversity and formalization of its channels, which greatly affects the decision-­making processes in the sphere of youth policy. The article emphasizes the significance of developing a dialogue between the authorities and the young people through their involvement into addressing significant social issues taking into account their interests and priorities. In addition, it identifies opportunities to build the political loyalty of young people.
