Abstract
The introduction of amendments to the Constitution of the Russian Federation in 2020 launched the reform of local self-government. The main goal of this reform is to integrate local self-government into a single system of public government in Russia and reduce the number of municipalities by merging them and converting them into municipal and urban districts. The article considers the draft federal law No. 40361–8 “On the general principles of the organization of local self-government in the unified system of public authority” in the light of the categorical reaction of the Government of the Republic of Tatarstan to some provisions of the document. Based on expert interviews and media analysis, it is shown that the republican government is trying to convey to the federal center the position on the possibility of maintaining a two-tier model of local government in those regions where it shows its effectiveness and positive results (using the example of Tatarstan). At the same time, the republican government agrees with the need to introduce a single-tier system in those regions of the Russian Federation where it is justified. It is emphasized the importance of establishing a specific list of inalienable and redistributable powers, as well as developing a system of criteria that will justify the expediency of their transfer between the region and the municipality. It is proved that the transfer of powers of local self-government to state bodies will not increase the effectiveness of solving local issues, since it will not reduce the costs of their implementation and the number of managerial personnel, but will only change the source of funding. The necessity of preserving the rural deputy corps and deputy powers of the elected head of the municipality is argued. The issue of the status of village heads and bodies of territorial public self-government and the need to raise their position from bodies of public self-activity to full-fledged bodies of local self-government is also raised.
