Аннотация
В современной России работа с молодежью становится одним из ключевых направлений государственной политики, что выражается в расширении спектра программ для детей и молодежи и создании инфраструктуры для их реализации. Происходит актуализация воспитательного компонента государственной молодежной и образовательной политики. Однако сегодня наблюдается нечеткое определение институциональных и организационных рамок, а также концептуального и нормативно-доктринального фундамента воспитания в контексте молодежной и образовательной политики. Особенно ярко это проявляется на уровне организаций высшего образования. Для вузов не вполне понятно сегодня соотношение воспитательной работы, имеющей свои методические основания и традиции реализации, и молодежной политики как нового направления их деятельности, связанного с реализацией третьей миссии университетов. Концептуальная рамка проведенного анализа определяется теорией политической социализации. Результаты анализа показали следующее. Во-первых, в политологическом дискурсе наблюдается нехватка теоретического осмысления понятия «воспитание», сдвиг в сторону изучения воспитания как компонента государственной молодежной политики в ущерб анализу образовательной политики, вследствие чего приходится констатировать фрагментарность научного осмысления концепта воспитания и его практической реализации в российской политике. Во-вторых, российское нормативно-правовое пространство характеризуется недостаточным вниманием к воспитательным отношениям, участником которых является студенческая молодежь, а также понятийно-категориальным разнообразием с недостаточно четким смысловым разграничением. Следствие этого состояния — сужение реальной работы с молодежью до исключительно воспитательной деятельности как неотъемлемой части образовательного процесса, то есть исполнения только того, что регламентировано законом и методическими рекомендациями Министерство науки и высшего образования. Скорее исключением является обратная тенденция, когда в вузах происходит формирование экосистемы молодежной политики, включающей в себя не только воспитательную деятельность со студентами, но и работу с другими категориями молодежи — школьниками, аспирантами и молодыми сотрудниками.
