Аннотация

Целью исследования является анализ политических и социально-культурных вызовов, связанных с национальными стратегиями развития цифровой экономики на примере КНР (прежде всего, интернет-бизнесов). Новизна определяется тем, что за пределами прикладных исследований телекоммуникационных и отдельных цифровых технологий («облачные» вычисления и пр.) тематика не получила предметного рассмотрения в научной литературе, а сама политика находится в процессе формирования. Исследование построено на анализе научной литературы, статистических и аналитических материалов китайских и международных организаций, официальных документах КНР. Цифровая экономика является одним из приоритетов КНР (как фактор преодоления долгосрочных вызовов развития), а госполитика эволюционирует от развития инфраструктуры Интернета к максимизации экономического и социального потенциала цифровой экономики. Проблемой является коррекция моделей госполитики. Скорость развития рынков и технологий опережает способность государства к адекватной реакции, а усилия «цифровых гигантов» (BAT — Baidu, Alibaba и Tencent) лишь частично корректируют ситуацию. Но, главное, цифровые рынки слабо вписываются в логику «догоняющего развития»: технологии и практики только нарабатываются, инновационные экосистемы и цифровой бизнес нельзя эффективно развивать полудирижистскими методами, инструменты политики адаптированы скорее к промышленным задачам. Даже успех BAT можно объяснить отсутствием систематичного регулирования. Развитие госполитики требует институциональных и политических преобразований и нового консенсуса элит, особенно учитывая связь цифровой экономики с социально-экономическими целями партии и правительства. Значимы и социальные вызовы за пределами «цифрового разрыва» (между КНР и ведущими странами, и внутри КНР), чреватого нарастанием диспропорций развития. Компетенции населения и предпринимателей недостаточны для перехода к зрелому цифровому обществу, что усугубляется такими аспектами, как госконтроль за Интернетом. Госполитика в данном отношении находится на зачаточном уровне, а ее успех определит потенциал цифровой экономики КНР и сопутствующие эффекты развития.
