Аннотация

Исследование расширяет предметное поле дискуссии о перспективах зеленой экономики как одного из наиболее популярных в настоящее время концептов политики развития на глобальном уровне и на уровне различных стран. В качестве теоретического основания исследования состояния, тенденций и перспектив политики развития зеленой экономики была принята концепция устойчивого развития. Институциональная специфика национальных моделей анализировалась на основе методологических принципов неоинституционального подхода с помощью методов кейс-стади, анализа документов международного и национального уровней, а также анализа электронных ресурсов, позиционирующих деятельность различных субъектов политики развития зеленой экономики. Авторами предложена объяснительная модель политики развития зеленая экономики, выделены ее основные характеристики, а также структурные и процессуальные компоненты. На основании эмпирического осмысления состояния и тенденций политики развития зеленой экономики в различных странах выделено и проанализировано несколько национальных моделей (китайская, американская, европейская и российская), критериями для дифференциации которых стали доминирующая роль определенных субъектов и комплекс институциональных механизмов, определяющих их включенность в процесс выработки и реализации политического курса и решений в данной сфере. Авторы приходят к выводу, что характеристики национальных моделей политики развития, а также сроки и последовательность зеленых политических реформ, во многом определяют не только их результаты в разных национальных контекстах, но и глобальные перспективы зеленой экономики как основы преодоления угроз «общества риска» и тесно связаны с вопросами политической, экономической и социально-­культурной трансформации.
